We have spent many years developing and implementing policies in California that have led the world toward a better future. We have seen how well-crafted policies have cleaned our air, safeguarded our communities, powered our economy and protected our natural resources. We have seen how an optimized mix of complimentary policies can measurably reduce carbon emissions, drive innovation and foster a thriving state economy.

This work is our North Star; but we recognize that implementing these policies is not without its challenges. We know that we cannot transform existing, legacy systems without building something new that continues to serve our advanced economy.
